During the regular session of Antioch City Council tonight, June 22, 2021, the two-year budget of $ 222.8 million for FY 2021-22 and $ 179.2 million for FY 2022-23 will be voted on . The General Fund’s budget, which pays for police and other services, is increasing by $ 5.6 million next year and $ 8.7 million the following year. It creates a new department for community resources and adds 17 more posts, including seven officers for code enforcement, but does not include additional funding for additional sworn police officers.
In addition, the council will consider approving the city’s fifth cannabis deal and appointing youth ages 14-17 to city commissions and boards. (See full agenda)
According to the General Fund staff report, “Measure W … comprises over 20% of annual sales and is expected to raise $ 38,000,000 over the next two years.” That is an annual increase of $ 1 million over the next year and an increase of $ 2 million the following year over General Fund revenues for the current year.
The council will also vote on the five-year capital improvement program budget, which includes $ 15 million to expand L Street to four lanes between W. 10th and W. 18th Streets. In addition, among its many projects across the city, the CIP will fund necessary repairs at Antioch Water Park for a total of $ 216.2 million. The largest expenditure is due to the new brackish water desalination plant.
New department, 17 new positions
The budget provides for the creation of a new community resources department to oversee existing services including Animal Services (currently under Police Department), Unhoused Resident Coordinator (currently under City Manager), Youth Network Services (currently under Recreation), Code Enforcement, CDBG Services and environmental services (all currently under community development).
The budget also includes “the addition of seventeen (17) new jobs across the city to improve the city’s services, including:
o One (1) Community Resources Director for the new Community Resources and Public Safety Department.
o One (1) Assistant City Attorney who will significantly improve the capacity of the department.
o Seven (7) additional Code Enforcement Officers for a total of fourteen (14).
o One (1) position as Community Development Technician to support the seven additional approved Code Enforcement Officers.
o One (1) additional General Labor (for a total of 5) mainly dealing with downtown needs.
o One (1) Leisure Coordinator to support the Youth Services Network Department.
o One (1) Administrative Analyst to support the Environmental Services Group.
o One (1) full-time coordinator for unoccupied residents.
o One (1) Administrative Analyst to support CDBG and Housing activities.
o One (1) fleet service technician to support the maintenance of the vehicle fleet.
o One (1) water treatment plant instrument technician to support the upcoming brackish water desalination plant. “
No funding for additional police
However, there is no budget for additional police officers. Although the city’s goal has been 1.2 civil servants per thousand residents since the mid-1990s, the proposed budget leaves the level at 1.0 civil servants per thousand, with 115 sworn officers and a population of 112,848, according to the city’s personnel report.
According to the budget report, the city council continues to approve one hundred and fifteen (115) sworn police officers in FY 2022-23, as well as six ‘overemployment’ posts to address time delays related to attrition.
Police Chief T Brooks said the two new officers who joined the department on Monday bring the current force to 116 sworn officers. (See related article).
